Ikke sådan at de går sultne i seng, men at de på en række områder slet ikke har de samme muligheder som deres jævnaldrende. At være fattig er ikke en entydig størrelse. Den afhænger blandt andet af, hvilke grupper man sammenligner og af, hvad man måler fattigdommen på. Oftest bliver indkomst eller rådighedsbeløb brugt som mål for, hvornår man falder under fattigdomsgrænsen. Det spørgsmål er der stadig flere, der stiller til social- og velfærdspolitiske indsatser. For at svare på det, har SFI indgået partnerskab med 14 kommuner i et nyt Kommuneforum for effektmåling. Men det er svært at finde familier, der vil være netværk.
