Måske for mange. For det er svært for institutionerne at dele deres erfaringer med indsatser og sammenligne dem. Samarbejdet mellem politi, socialforvaltning og psykiatri skal gøre det muligt at gribe tidligt og målrettet ind over for psykisk syge. Men samarbejdet betyder også udveksling af følsomme oplysninger. Derfor skal man være ekstra opmærksom på at beskytte borgernes retssikkerhed. Behandlingen er præget af kasse-tænkning, og tilbuddene tager i mange tilfælde ikke højde for de mennesker, de henvender sig til.
